For $650 all you can hope for is an i5 or i7 and pray that the integrated graphics will hold up. If you get really lucky, you can find an i7 Ivy Bridge which has rather decent integrated graphics.
Just keep in mind, $650 or less will mean no SSD, no high resolution screen and no video card. You would be better setting money aside for a little while. That way you won't end up with something which will fail to play anything almost immediately upon buying it.
Appears discontinued, but maybe a deal to be had elsewhere. I'll mention that he has a gaming desktop so this is not his primary pc, but he plays some pretty heavy duty games on it such as DDO and Skyrim and seems pleased with it still.
