It's California law or something that cellular phone tax is based on MSRP instead of sale price. Buy a phone from any where that charges tax on phones, you will be charged tax based on MSRP instead of sales price. Amazon, Target, Best Buy, AT&T, Apple, etc. all charge tax based on MSRP. Cannot do anything about that.

flow of events on my side
1) I am existing att customer and ordered white refurbished 4s by adding a new line on 10/08/2012
2) Received it on 10/09/2012 through USPS, package contents - ATT iphone box having iphone 4s(looks new), wall charger, usb cable, headphones
3) Turned-on the phone, auto-activated once turned on, can see ATT signal.
4) Called CC to cancel, service(new line) cancelled without any questions, No Service came up immediately on the iphone.
5) Asked abt usage/activation fee, rep is kind enough to credit 36+tax(43.xx) to my primary account, in case if activation fee gets charged for this cancelled line, I hope it won't. Also advised I may get billed for 1 day of service usage.
6) Asked about unlocking the phone, was not able to do it on their system, called in his supervisor. He advised me to do it online.
7) Submitted the request online and got the request # and email confirmation saying 5-7 days to process.

Perfect. So, can you apply for an another iphone 5 may be in next 3-6 month or you have been flagged in AT&T and will never get approve for next 1-2 years?

Could you please tell me how USPS delivered it to your home? Did they leave it in the mailbox? Or was it delivered to your hand with a signature required?

I called to cancel even though I don't have my phone yet, took all of 2 minutes!

The person that said they had a goPhone SIM to use in it, thanks for that idea! When asked why I wanted to cancel service, I said exactly this, "I have a goPhone SIM I'd like to use in it. I bought the phone under No Commitment price but had to add service to checkout. The online CSR assured me if I cancelled the plan in time, I wouldn't have to pay activation or first month's fees."

All he asked me was, "Do you need to transfer this number to your to your goPhone account, or do you already have a number." Then I said, "No, I don't need to transfer."

Then he said, "Alright, your account is cancelled effective immediately." To which I said, "I'd like to confirm, I will not owe activation and first month's charges?" He replied with, "That's correct, because you cancelled within the 3-days, you will not be charged."

So yeah, as long as it took you to read this post is pretty much how long that phone call was. Go with the goPhone story if you don't want to sit through a sales pitch and don't mind being a bit dishonest (I plan to use my existing TMO and don't have a goPhone SIM).

The package is so small, USPS left it in my mailbox.. it was mailed with just delivery confirmation, no signature required

My god you had it easy. I just got off the phone with my cancellation, and oh boy they gave me the run around. The lady I got stuck with first did not know what the hell she was doing. She had me on hold for about 10 minutes, and had me transferred to another department who then transferred me right back. I had another rep the second time and it took less than 5 minutes. The cancellation lasted about 40 minutes total on the phone.

Infact I am already eligible for upgrade on my primary line, rep asked if I am interested to upgrade I said I would wait till the end of this year. I don't see any reason why they would flag me. If you cancel more than 5 lines in an year there might be a chance.

If you are using att wireless with a primary line now then 'Current'
If you just cancelled the only line you have now, then 'Previous'
Non-customer doesn't apply in this scenario
