which direction should the heatsink fan be blowing. what is the default direction that it is shipped form the manufacturer?
ive read that if the case side blow hole is lined up with the heat sink then both the heatsink fan and side blow hole fan should face outwards to exhaust the warm air out of the case.
also read that if the side case blow hole does not line up with the heatsink then the side blow hole fan should be blowing into the case and the heatsink fan should be blowing down onto the heatsink to blow the cooler air thru the heatsink and exhaust the warmer air from the heatsink across the MB..
if the heatsink fan is blowing out, pulling air across the MB and thru the heatsink, the air from across the MB will already be warm before going thru the heatsink.

It depends on the model of heatsync you have. Some push air through, some pull it. The aftermarket CPU cooler I have is lined up to push air through the heatsync in the same direction as the rest of the air flow in my case Front to Rear.
I don't have any side holes in my Lilan case but most that I see in others are exhaust. It's all about balance in general, so its hard to make generalizations. In general you want slightly more air coming into the case than out of it so you have positive pressure which helps with dust control.
Most OEM heatsinks (Dell, HP, etc.) will blow down on the processor. Not the most efficient, but cheap to manufacture. I tend to aim the fans towards the back of the case when at all possible, or up (if there is a top-mounted exhaust fan). But basically, "go with the flow" and remember heat rises.
