It's a Steamworks game so should activate on Steam. The game description from Gamefly says it requires a 3rd party activation.

So do you have to download their client and download the game through it? Or can you use the authorization key they send you to activate and download/install it through Steam?

It looks like you install through steam and you technically can buy for $6 and then upgrade to GOTY edition with all the DLC for $9.99 on steam.
