So, why exactly, shouldn't he/his family be allowed to adopt a dog?

The man paid his debt to society for his crimes. Why is he being continually punished by people who were 1) not at all affected by his actions, 2) don't actually know the guy, and 3) again, paid his debt already for what he did?

Sure, and I understand your point. But I don't see the harm in giving him a second chance. Nor should his actions (which, again, he's already been punished for) punish him, nor his kids any further. If he farks up again, sure.
