Those directions are for bare die CPUs.

Bare die = spread

IHS = dot method to prevent air bubbles

Lapping may be a different story, but it is pretty hard to get the CPU IHS and the HS to be completely flat and have them mate perfectly. Most people don't lap and the dot method is superior in those cases. Try increasing pressure between the HS and CPU for even better results.

I used to put a blob on the center of a CPU, but that was like 15 years ago before I knew any better and didn't lap anything. The best thermal compound is no thermal compound at all. Seriously, you want almost no thermal compound because metal on metal is the best thermal contact you can have. Thermal compound only slows down the heat transfer. Putting a pea sized blob does not spread it around evenly (especially with really thick crap like this). If you don't believe me, remove the heat sink after installation and see how much it spreads out (it will not spread out evenly all over the cpu surface unless you use too much, making it useless). If it's installed properly there is no room for air.

Pea-sized is probably too large for this type of thermal compound on most processors, you probably want to go around the size of a grain or two of rice. If using the bead method it requires a good amount of PSI in the thermal junction for it to work properly, but that's what a good thermal junction requires. If you're using enough thermal compound it will spread through the whole surface, flowering out through the whole junction. When pre-spreading it will create air pockets. You might believe if you do it correctly you won't get any air in the thermal junction, but if you pre-spread the TC you will get air pockets which will result in the thermal compound breaking down much quicker than it should.
