You can if you don't activate it. I'm not sure that's what you mean, though.
So, if you buy it and activate it as a smartphone with Verizon, you WILL have to get the data package with it. If you buy it and just intend to use it as a smart device, like an iPod Touch or something like that, then that would be ok to use with WiFi wherever you can get it.
For what it's worth, the beauty of the Nexus is that you get to run the latest versions of Android, so anyone buying should check out http://forum.xda-developers.com/f...php?f=1336. The VZW version has had a spotty history with this, but anyway...
