It's a really well made choice -> outcome type of game. Your decisions determines who lives and dies, alliances etc. I've been watching gameplay walk throughs on youtube.

It is the whole game. The first 3 episodes are out, Episode 4 is on deck and then it's Episode 5. All the episodes are automatically delivered through Steam.

Sometime in December the pub is going to release the entire game on disc @ $30 for the console folks so $15 during Halloween is a fair price imho.

Everyone that I've heard from says it's really good, especially if you like narrative driven gaming. Definitely Telltale has, if you forgive the pun, really improved their game.
