Actually, many Canon lenses, including this one, are weather sealed only when you have a front filter installed. If not you leave the internals open to dust and rain.

Just a note for those considering this lens: Canon also has a non-L 100mm f/2.8 macro that is much cheaper ($515 new on Amazon), has competitive image quality to the L, but lacks IS. The L also has weather sealing, which is fairly useless for most amateur photographers.but may be relevant to those considering paying ~900 for a macro lens.

If you plan to use this lens primarily on a tripod, you should be leaving IS off in any case. If you plan to use it in the field, IS will probably be helpful, but if you have a ring flash or good lighting, you can just use a shutter speed over 1/100 on full frame or 1/160 on crop to get a sharp image.

AFAIK, yes. If you shop both filters, you'll find significantly different pricing between the two.
