My Fn key works fine and WiFi is rock solid. You should return the laptop, it seems you are having quite a bit of issues with it. Dell may have received your laptop as a return for those very reasons and was not thorough in checking it.

If the issues persist, you should still have warranty or support from them. Give them a call, maybe they'll exchange it. If they don't, let all hell loose and demand that they do.
