Are there any phones.. even Window phones that actually manages to sync with Business Contact Manager (.bcm) in Outlook? I know my older Windows Mobile 6.x did, but any of the new android, iphone, or even Windows 7 or 8 phones do?

For one of the biggest audiences they care about, they ALREADY have THE market share, the business sector. Not many Novell/Groupwise shops around anymore . I believe last I looked over 90% of the free world's networks ran with Active Directory and Exchange (among other MS apps) as a component. All of these businesses are going mobile (that is part of what my company and team have been working on for a couple of years now, HTML5 of course, although it sounds like a dream, in reality it is a PITA because browsers don't coordinate which parts of HTML5 they are going to support in which versions :/). Anyway, for that market share, $99 is a pittance compared to previous IDE costs, AND the business sector is where MS gets most of its revenue (besides OEMs like Dell and HP reselling MS to consumers)).

Being in this line of work, the only thing that pisses me off is that Microsoft took so dang long, and made us learn a few languages in the middle while they were farting around(like Silverlight, put a bullet in it) .

Why Google can afford ONE TIME FEE of only $25.00 to publish Android Application?

Microsoft can also charge only $25.00 one time fee and only serious developers will register.
$25 is not bad. Microsoft wants to be just as greedy as Apple.

Yearly fee? Yikes, no thanks. I'll stick with BlackBerry apps, makes me plenty of $ and doesn't cost anything to develop for them. That, and BlackBerry 10 is going to be freaking amazing.
