This was beat a week ago, although the deal did have rebates. 16 gb was $40 and 8gb was $19 ish.

I have a dell 11 inch laptop, model no is p07t, but I think it is also known as the 11z, it has the i3 CPU. It says the max memory is 4 gb, does that mean I cannot upgrade to 16 gb?

Nobody needs 16GB. Just because RAM is cheap right now, doesn't mean that you should buy more than you need.
