I'm slightly biased torwards the Dell. Spec-wise the HP is superior, but considering they are budget laptops, I wouldnt value that edge for the $100 premium(not to mention, the HP is already available for $450 @ SC). Aside from that, generally like how well made the Dell keyboards are over HP's.

Portability is not a big deal for me. For the same amount, can I get a desktop with much better specs ? (I already have a decent LCB Monitor)

The simple answer is that with specs being equal, the desktop will always be faster (at least currently) as they use desktop processors and video and hard disks instead of mobile parts. They use more power = faster. So yes, if you don't need the mobility of a laptop, get a desktop.
