I bought one of these for under $200 on the Dell Financial Services site. I would imagine these came directly from DFS and were previously leased, or Onsale happened to have these sitting around for a long time. I got a Grade A and it still looked heavily used, it wouldn't surprise me if these end up looking used too.
The touch screen uses N-Trig, which is ok for hand writing but not for drawing (it's still better than anything on an iPad). Wacom is the standard for artists and some tablets out there use that instead but it always costs a lot more than tablets with N-Trig touch screens. I'm hoping there are more Windows RT tablets with a built-in stylus that come out soon that won't cost a fortune.
