Just an update - i had shipped my return via UPS and uploaded the documents to the paypal site 2 weeks back. I got a confirmation from paypal that the return request has been approved and the amount will be credited. The confirmation mail came on saturday and went to junk folder.
When I had called up, they said the process takes more than a week. So, if you have been waiting for more than 2 weeks and dont see any response, it might be worthwhile to check junk folder in your mail-box.
Just an update- I finally did get my return label but it took 10 days plus 3 calls to Paypal. Don't bother calling, the people there do not know anything, nor do they care. I think it's a third party handling all the claims. All the paypal people can do is credit your account (but you must go to the post office first and get an estimate on the cost of what it would be to return the item). If you want to go for the credit I would try through a facebook message or email to them since calling seems to be useless.
No issues for me. I completed the online form to return a Virgin Mobile device. I spoke with Virgin Mobile to get the RMA# and provided Paypal with all the necessary info. I received a prepaid UPS label from UPS directly in 3-4 days:

You can print and use this label to include in your outbound shipment, or send it to the consignee. The label will be available for 30 days.

1. 11/26/12 purchased my hat
2. 12/26/12 submitted my claim online for free shipping return
3. 12/31/12 got an email stating I need to submit Original Receipt and Proof of Delivery (Tracking Number)
4.1/1/13 spoke with a customer rep on the phone regarding prepaid label and was told to go ahead to pay for my own shipping and submit the receipt with a proof of delivery and they will issue me a refund of the shipping cost
5. 1/2/13 shipped the hat back to the merchant via UPS
5. 1/8/13 the hat was delivered back to the merchant- a delivery proof from UPS along with the shipping cost receipt was submitted to them
6. 1/9/13 got an email back stating:
We regret to inform you that your recent PayPal Return Shipping request for the hat (reference #63983051) was denied. The reason for the denial of your request appears below:
Within thirty (30) days of the date of purchase or receipt* of an item, obtain a Benefit Request Form at www.paypal.com/holiday, or by contacting us via email at firstname.lastname@example.org, or toll-free number at 1-877-815-9345. The website and claim form details the necessary procedures to file your claim.
7. was on the phone almost an hour with two incompetent managers and was basically being told that I am "SOL"
I stated to them that I submitted the claim exactly 30 days. "Sorry, but it was processed a few days later so there is nothing we can do about it...." I asked, "why didn't the rep that I spoke to on 1/1/13 mention about past 30 days"? Again and again I was told to read the fine print. I am very frustrated.
