There is a big difference between having a blank report and having one with only bad marks. With the former, you can usually still get some low limit credit cards. With the latter, you won't qualify for anything but maybe a store/gas card, a secured card or some horrible scammy one with ridiculous fees. But either way, it's highly unlikely you will get any cash-back/rewards cards. You need to walk before you can run.

Yeah, without knowing more of your credit situation, its impossible to make a completely accurate suggestion. I'm 24 and recently just landed my first big job out of college and wanted to get my first credit card. I went to creditkarma to get an estimate on what my score was, which was around 690 I believe. I applied for the aforementioned chase freedom card (the one with rotating 5% cashbacks and 1% cashback on everything) and was instantly approved for a $500 line of credit - which is pretty low honestly. I'm hoping it increases sometime in the near future.
I think their evaluation of my credit score was closer to 630. Pretty much the only major thing on my credit score was payment of student loans.
Your best, first step is to check with your credit union to see if you can qualify for their major issuer (VISA, MasterCard, etc.) unsecured credit card. This will help build your credit relatively quickly.
I'd say Capital One. They gave me a $500 credit card not long after my bankruptcy. I used it to rebuild my credit over the past seven years and now have a 720 FICO. They gave me two credit limit increases in that time, to what appears to be a $3500 maximum. Fortunately with my improved credit I was approved for two additional credit cards with $10,000 limits total.
