From what I understand I thought timings dont matter in this day and age; and those timings are normal considering 1866 speed.

As Prideless mentioned, timings are negligible since the memory controller is integrated in modern CPUs. Complaining about timings is living in the past (Pre Sandy Bridge, AMD has had IMC for a long time). The only reason to consider timings are between two equal speed memory module and price ratio. Tighter timings is only worth a couple bucks at best.

These are actually not bad for DDR3 1866; keep in mind that as your clock rate increases it takes relatively more time to access rows and columns in memory. If electromagnetic pulses traveled instantly this number wouldn't exist, and you can only do so much to speed up electricity. Early DDR3 adoption was slow when the northbridge portion of a chipset existed separately on the motherboard rather than on-die, but integrated northbridge in Sandy Bridge and Fusion has made that a thing of the past.
