Grandma Needs a New computer, not sure what to go with.

My grandma is currently running an old HP 700Mhz/64Mb ram With Windows ME installed. She only uses it to pay her bills, and maybe e-mail? The plan is that everyone combine the money for a gift and buy her a new computer and webcam. She is old, so switching to a laptop/tablet at this time probably isn't a good move.

I know there used to be "netbook" like desktops (tiny tower) that were reasonably priced (~200 or so) which would probably be ideal for this situation. I am not sure if these exist anymore. Otherwise, a cheap desktop would be the next best option. I don't want to sit in line on Black Friday (I've done it every year for the past 8 years). Should I look for something with a celeron processor? In total I think the budget is around 400 dollars. It would be nice if we could included a cheap monitor for that price as well.

Recommendations? Dell outlet? Lenovo outlet? (I looked here and didn't see any decent deals on desktops.) Build my own (I have a free copy of windows I can put on there, but I'm mostly worried about servicing it as )? I just don't know if I have a lot of options.
