How does that help them? All it's doing is giving them a false expectation of their own ability. If they have failing grades, they should fail. At least that way they know they need to improve.

What is wrong with a benchmark that is based on improvement over existing conditions rather than an absolute level?

FWIW, I think a teacher and a school should be judged based on year to year improvement of student performance. Only way to account for varying baselines and external factors.

You have a point. Hence the wealthy really don't have a leg to stand on when complaining about being taxed at a higher rate, right? After all, it doesn't say anywhere that it needs to be fair.
