Citi Simplicity® Card MasterCard - 0% Intro APR on Balance Transfers and Purchases for 18 months

"Balance transfer fee - 3.0% of balance transfer amount. $5 minimum"

No reason to thumb down considering almost all credit card companies are doing this with the transaction fee. 3% is among the lowest that I usually see. If you do the simple math it really costs you only 2% APR if you take advantage of the full 18 months of 0% interest. Great offer if you need to pay off something where your APR is greater than 2%.

Edit: Another thought, the transaction fee should definitely be included in the OP.

Put the balance transfer fee in the title. 0% with a fee is very common and not much of a deal at all. 0% with no fee is a different story.

Plz always mention if applying for it is for people with EXCELLENT CREDIT(750+ SCORES) or AVERAGE CREDIT (600+ SCORES).
