Steam's offline mode is quite restrictive.
1. You must save your Steam account password on the PC in order to even try to enter offline mode. However, this is a huge security risk because it allows anyone who has access to your computer even using another Windows user account to use your Steam account and potentially purchase games using your account, hijack/steal your account, or get your account permanently banned from multiplayer games. 2. Steam's offline mode only works for one Steam account at a time. If you have more than one Steam account or another user on the same PC logs into his Steam account, your account will no longer work offline unless you login to Steam again online. 3. Steam's offline mode state information is stored in the same database file on your PC as other Steam information. This database file tends to become corrupt on occasion. When this occurs or if the file is accidently or intentionally deleted to resolve a problem with Steam, Steam will no longer be in offline mode, and you must go online and login to Steam. 4. A game must be completely updated (show 100% complete in Steam) to be playable in offline mode. If you have disabled automatic updates for a game in Steam and an update for the game is available, you cannot play that game until you go online and update the game. Steam knows if a game needs to be updated because even if you have automatic updates disabled for a game, its game content file(s) (*.ncf or *.acf) are automatically updated when Steam is online. 5. Games which use Steam's CEG form of DRM cannot be played in offline mode without going online at least once every 30 days to download/update the CEG protected executables/binaries. Whenever you launch a CEG-protected game and you are online, Steam will update the protected binaries if they have expired or are about to expire. However, if they have expired and you are offline, the game will not run. Games from the past few years from publishers like Activision, THQ, Take 2 (except Rockstar), Square Enix/Eidos (mostly AAA titles), and Valve (all games starting with L4D2) use CEG DRM. Regarding your specific question Skyrim does not use CEG DRM so it doesn't have the 30-day offline restriction. It does use "Steam Stub" DRM so it requires Steam to run the game even if you buy it on DVD-ROM unless you crack the game in which case you need a Steam emulator and deprotected game executable.
