Regarding its build quality, it looks to be nothing at all like a trash bag. It has three layers, and the center layer is woven polyethylene. It's not going to be as strong as, say, Tyvek, but it's going to be far stronger than even an industrial-strength (4 mil, I think) trash bag.
If you have a Harbor Freight nearby, using the superfuous 20% off coupon you can get a better quality tarp (thicker) for about the same price.
On a side note, I have a few of these cheapo tarps, mostly for covering wood outdoors, and after 2 years of being outside constantly, they still look new. One caveat is that the tarps are mostly out of the sun, and it's UV rays that eat these kind of tarps, so if you keep this in the sun for any length of time, don't expect it to last too long.
