Denied by Chase Slate for High Credit Card Utilization

I have a credit score in the mid 700s, no late payments, and clean credit history overall.

I was recently denied by a Chase credit recon analyst for high credit card utilization. Other than the obvious of lowering my current credit card utilization, is there anything else I can do for them to reconsider and at least give me a small credit limit to start out with?

My debt is basically that of my father and sister, who I stupidly and ignorantly signed up for under my name and they are still paying it off.

Discover More Card - 9k credit limit, currently at 7.9k
Lowes Consumer Credit Card at 3.6k.

All and every other debt I've paid off within the past year. I do also have a Chase bank account which I recently acquired.

Had I known Chase Freedom was the starter card, I would've signed up for that. Is it possible to "transfer" my application to a different card - in this case from Chase Slate to Freedom for eligibility without incurring another hard inquiry?

Rejected with two credit card applications. I'm done applying for anything until I get everything down. It's amazing how they put almost no consideration into the 20k+ or so debt I've already paid off since establishing credit since 2004. No late payments either.
