If I get the Note with just the $35 data plan, can I still use it for SIP calling? What is the ratio for kb/min?

Just ordered my Note 2, Hope it goes well..
Kept all my existing plan/data.. Phone awaiting inventory, which I expected that.. When I tried to order my Galaxy S3 through walmart last month, I had to deal with ATT for 2 weeks to fix my account. |

Should I pay for the upgrade fee?
It seems that the upgrade fee $36 is charged when I purchase the phone. Is there any way to waive this one? Because walmart rep. said that it is charged from ATT, so there is no way for them to waive. Is it true. Please give me a tip to waive this upgrade fee. Anyway, this is a quite good deal for me. |

Att charges the fee.. you can call and usually have it waived after phone has activated.
