COSC is maketing, this watch meets all the specs to be COSC certified, but Victorinox did not want to pay the licensing fee to get the COSC label on it. It's like being THX certified, sure it has to be good to be certified but just because it's not certified does not mean it does not have the specs to be. This movement unmodified is COSC certified in many other watches. The stainless steel in this watches case is the same stainless steel they use for an Omega, or Rolex. Same Sapphire crystal, Valjuex 7753 movement. For someone how knows what makes a quality watch quality and likes the look of this watch it is a steal. Or you could get an Omega for $3500-$4000 if you want to pay the extra money for the word Omega on it.

no doubt, Victorinox is a much (!) better value. In fact, if one is shopping for a premium quality, automatic, Swiss-made watch I doubt there will be anything else even close to the $558 price. (subtract 6% cash back from one of the sites and 1% from your credit card)
but regarding TAG vs. Victorinox... If one shops for a dress watch to wear in the office then it is a different situation. Those leather straps go bad after a year or two of heavy use and need to be replaced (wild guess, - about $150?). NATO strap might be too casual. It is possible to buy a bracelet to fit this Victorinox but a) it is not cheap, and b) one might not like how the watch looks with a particular bracelet.
Is it a good gift for each person with $220,000 income? It looks a bit cheap for me.
imho, it will make a good "one more" watch in their collection. But if you want the person to choose to wear it everyday, and $10K budget is ok, go for panerai, omega (e.g., planet ocean), rolex (e.g., sea dweller), or breitling if they like rugged water proof watches; or if they are into more refined ones - patek philippe, piaget, girard perregaux, and such. prices go up very fast though with these brands. there are many more respected brands of course than what I've mentioned (IWC, Bell & Ross, Glashutte, Blancpain, Audemars Piguet, Breguet, Cartier, Chopard, Hublot, Jaeger LeCoultre, Ulysse Nardin, Zenith) - it all depends on what you are looking for
Return the Tag and buy this. Tag Heuers are great watches, but the one you bought is quartz. A Tag with the same mechanical movement as this Victorinox (Tag calls is "Calibre 16") costs over $2000.
The Tag is a quartz movement, this is a Valjuex Automatic. This is a better watch in my opinion. I have a Swiss Army FA/18 with the stainless band and the Valjuex 7750 automatic movement and it's accurate to within 3 seconds a day.
some observations: TAG - pros: bracelet, water resist to 660 feet; cons: quartz movement, Victorinox - pros: automatic ETA 7753 movement; cons: leather strap / not suitable for water activities
