You have to buy $30 worth, but 3 packs only comes out to $29.97. I asked him if I would get the discount, but he had no clue about the offer, so I just bought 4 packs (2 Bounty, 2 Charmin). Comes out to $6.25 per pack. If you can just buy 3, then $5 per pack.
You can buy other things in the group like Bounce, Tide, or Downy for $5.94 to get over $30 (see front page of circular [riteaid.com]).
CVS had a similar offer, but it was only $10 back. I bought only 3 packs for $29.97 but they gave me $10 back anyway.
