I called in to two Costcos today about this and they told me this was the price for "with a value plan". If you got it without that, that's pretty YMMV. That said, the value plan doesn't seem like a horrific deal - one store quoted me $60/m minimum, but the other one quoted me $50/m minimum for a plan with 500 minutes/unlimited text/2GB data [and unlimited but throttled after that].
value plan contract doesn't come with a phone like a classis plan contract, a value plan requires you to either: 1) bring your own phone or 2) have a $20 - $30 added onto your value plan contract for 20 months to make it even out like the classic plan
Pay full price for your phone, and in exchange, get a lower monthly rate.
Install a SIM card on the phone you already have, and save even more.

what's the difference? value plan : you buy a phone at full price from wherever source or bring an old phone, buy a 2 year contract that allows you the same features of a classic plan. you're paying "$20" cheaper because they are not giving you the phone for "$199 or $299".
