I think those are great ideas in theory, but I would guess that there's a fairly substantial difference vis-a-vis cleanliness and/or purity when using SS's tanks meant for foodservice (and governed by those laws) vs the type of CO2 you find at paintball or welding shops. Might not be a big deal, but it's definitely a risk worth being aware of beforehand.

I imagine that if adapters exist for the paintball cylinders they must also make adapters for normal foodgrade CO2 tanks....

The exchange tanks can be had for $10 net + sales tax on $10 from BBBY with one of their $5 off $15 coupons. The 60L tank would make approximately 50 liters in the real world. So, something around $.20 per liter. $.30 per liter w/o a coupon.

I have no personal experience with these matters, but here is one of the many comments I've read about so-called food-grade CO2:

With the exception of "Lab" or "Hospital" grade CO2 used for hospitals and research, all CO2 is of the same purity and quality. The hype Sodastream has created with “Food Grade Certified” is just plain hype and misinformation intended to raise concerns and raise just enough consumer doubt so they can continue to gouge the customer with $25+ for a simple CO2 refill. The ONLY caution we issue is that you use reputable commercial sources that use clean refill equipment and not just dispensing gas from a rust bucket or greasy dirty refill fittings and tanks. Most commercial welding or Industrial gas suppliers are good sources. They are also the typical source for CO2 for most restaurants and beverage dispensing businesses.

That message came from the co2doctor website. On youtube, there are lots of videos of people modifying their sodastream setups using alternative CO2 sources.

And CO2doctor has an agenda in selling adapters. Not saying what they said is not true but not really an independent opinion.

This debate is one we have in fountain pens all the time involving whether or not there is a difference in purity between "food grade" silicone grease from a dive shop and the stuff you can get on the hardware aisle.
