Foscam has been making good IP cameras at this price point. Search the forums for FOSCAM and you will see that the lowest prices for these have been around $89.
If you configure port forwarding on your home router, you can easily use a mobile browser to connect to it. The video comes out quite nicely.
There are various camera apps on iPhone/Android that support Foscam cameras:
Baby Monitor [apple.com] for iPhone (free for one video camera, $0.99 in app purchase for add'l camera support, $7.99 for audio recording/monitoring
This app is fanastic, even if not using it specifically as babycam
Tinycam Monitor] [google.com] for Android. Free version include multiple camera monitoring, camera control, audio/video recording, backup to dropbox)

the night vision IR wont work behind a dome or jar.

I would highly recommend on reading their 1 star review before purchasing. I cant say for sure but it appears that foscam hires ppl to write 5 star reviews for them. Seems majority of the ppl's complaints are exactly the opposite of what their 5 star reviews suggest.

I like it so much I got another one but this time in black (first was in white). I just hope it doesn't break... Forget about Foscam tech support.
