PayPal Secure? Fraud refunds?
I don't use paypal that much but I had a few questions on how the online transactions businesses would handle some odd issues.
How does PayPal deal with services? For example, say you make a deal with someone for some service or barter or some exchange that includes cash. If the seller doesn't give you goods you had agreed upon, will PayPal give you your money back? What proof does PayPal ask for?
I assume they won't just trust your word of mouth agreement.
Taking that a step further. What if you were using the money to purchase something that should not have been for sale to begin with? Would PayPal and/or your credit card company just give you your money back if the seller doesn't send the goods and then notify the local authority if you attempted to purchase anything that shouldn't be sold in the first place?
