So I did more research on this because I didn't want to issue false information and I guess I am unsure. The California Department of Consumer Affairs [ca.gov] has seemingly conflicting information. Anything $10 and over is up to the discretion of the seller if they want to refund or issue a new gift card. Anything less than $10 must be cashed out by the seller if requested by the buyer. That link, however, stipulates that the seller can have a condition saying they have the right to issue gift cards for remaining balances rather than cash out balances $9.99 and under. YMMV. Last round I had one cashier allow $10 for every $50 spent on a single transaction. So say I bought $250 worth of items on a single transaction, she game me five $10 Target GCs.

However, most cashiers I encountered allowed rewarding of only one $10 GC regardless of transaction amount over $50. So YMMV.

No cashier allowed me to buy Target GCs and use the coupon for the bonus $10 GC. But I could buy any other GCs good for other vendors.

This is what I'm thinking too. Either they really WANT to go out of business or they DIDN'T really have a problem with people using more than one transaction with a coupon. Again they could have used unique barcodes but chose not to.
