Since it use uses four top of the line Samsung 18650 power cells, is that mean it is user replaceable?

I got a 10000mah rav unit a while back. It is a good product, gets maybe 60% charge on my new iPad though, the page claims full charge of new iPad, but no way, based on my usage and the specs. Remember that there is some loss, so you are probably getting 7000mah of actual battery increase.

My complaint is that the bars are not accurate, it lost one bar charging my new iPad 45% to full ,and went from 3 bars to 0 bars charging my iPad just a few percent.

It is very normal for power loss, especially when the voltage increased. The voltage of 18650 battery cells and Li-polymer is 3.7V, you must allow some wast since the the output voltage should be increased to 5V to charge your New ipad.

Seriously doubt it.
Almost certain you'd have to pry open the casing, unwrap the cells, and replace the bad cells, then reattach the wiring/strips.

Not that difficult to do really, but certainly not on the level of "user replaceable".

7000mah can fully charge the ipad2 instead of the new ipad.

If you reach one comment by the maker of the battery, it claims due to inefficiency and loss due to the voltage conversion, the battery is really only equivalent of 6156 mah. The math is actually pretty interesting, you wouldn't know unless you are a electrical major.
