It is definitely budget oriented. Lower pixel count, no NFC. But it has a (reasonably) fast processor and large screen for $150+ tax.

I don't have 4G where I am ATM but voice works great I would like to get a new phone but I don't have the money and I am on wifi most of the time... atm I am thinking of just getting a telna mobile SIM (for mainly texting it is an awesome deal) for $20 to cover me for the year then pairing that with freedompop...

That is actually very good performance for T-Mobile HSDA+ (an enhanced 3G or what T-Mobile and, to a lesser extent, AT&T leverage as a sort of fake 4G).

T-Mobile provides good 3G/"4G" performance in secondary markets where they've launched 3G. There are loads of areas where T-Mobile is 2G-only so AT&T tends to be the preferred GSM provider if acceptable coverage is available (otherwise leaving rural areas to depend upon Verizon and/or regional CDMA providers).

On the other hand, in some of the larger markets T-Mobile is so saturated that performance tends to float around the more typical 1 Mbps mark regardless.
