Not sure why you think these are rigged. If a company writes you a check and you fail to cash it after a certain amount of time they have to send the funds to the state as unclaimed property. The state then has the obligation to try and reunite you with the funds which is why they put the information out there. They don't do anything more than that. They don't contact you but you have to find the money yourself and file a claim. If you fail to claim then the state gets the money.
Here is Mass. the treasurer prints a list twice a year. When you see some of the names, famous people or institutions that have been where they are for years, you wonder how hard it is to find but it is to their benefit not to find you.
