In the "Oregon area"? In my town of 80,000 there are two companies supplying electricity. One is around 40% cheaper than the other. I don't know how you can make a generalization about the entire state.

you can buy theses for $17 thru $20k on ebay all day long with 5k low miles. (2011 model years)

ill get one when they hit about $12k

and nissan offers 1 free tow each year (if you run out of power)

Not really. Modern SUVs are lighter and have lower bumpers than the shitheaps like the Excursion that were made in the 90s/early 2000s. There's also a lot fewer SUVs on the road today than ten years ago if only due to gas prices.

Wow, a whopping annual sales number of 23,461?? A joke. Compare it to a Prius with sales of about that every MONTH. THe Volt is a dud..and it's resale is horrible. The hybrid market represents a whopping 3% of the total US market..with good reason..they don't represent value because of their high cost. Btw, I'm not a Prius lover (in fact, not a hybrid lover) as I had a rental for a week (2011) and got a lousy 39mpg on freeway driving. Why so low? I'm told since it was hot at about 98 degrees, driving with the A/C on, driving at 70mph, and driving part of the trip to Reno up I80 in the Sierras (with very little power from the BIG 85hp engine..ha), that's what to expect. They may be great in town, but forget it for anything else. With a up charge of $10,000 compared to a gas engine, it does not pan out cost wise.

GM reliability? Oxymoron. I drove some of their cars in the 80's-90's..no thanks as they were crap. Is it any wonder that Japan (and now Korea) are kicking our rears? GM and the UAW left the door wide open as they both could care less about quality.
