And login under Step 1) Set up in-store checkout in your PayPal account. This goes to your in store checkout account. Here, on the left bottom side under Gift Cards and Special Offers you will see Home Depot (1) listed if it is active on your account.

FYI: I signed up as instructed by adding my phone number, which paypal then sent a text msg to. I entered the code they sent me, and created a pin. Then I got both a text and an email from pp saying it was set up. At Home Depot the payment device has a button for paypal and when you press it you enter your phone number and pin. That's it. Just got back and had this email from pp:
"Thanks for using PayPal. You paid $42.16 USD to The Home Depot on 12/21/2012 at 17:52 PST and your special offer(s) saved you $10.00 USD."
