It's for free calls TO US and Canada, using Google Voice. Maybe it's not available IN Canada, but you can call people in Canada.

You can use a PAP2T-NA to receive calls for free. You can make calls for free but you have to do that through the web interface to initiate the call.

Example:

Incoming --> GV Number --> CallCentric --> PAP2T --> analog phone
Outgoing --> Web page (google.com/voice) --> GV Number --> CallCentric --> PAP2T --> number called from web page

It's a little more complicated but it works pretty well and you can have a regular phone that rings when someone calls you.

One cannot really "initiate" a call from the Google Voice Web site. One can have the Web site call a phone, and then patch through the call to it's intended recipient, but you cannot "have a conversation" from the Google Voice Web site, without another phone line.

On Gmail, you can type in a phone number into the Gmail Chat feature, and call the number directly, using your computer speakers and microphone or headset as the phone, and Gmail as your phone line.
