What's the preferred way to back up an app file?

How do we do this?:
But you should back up the app file since Apple will remove it from their store, so if you get a new computer or delete the app, there's no way to get it back.
Do you mean back up the entire phone?
You can back up individual apps on your computer. The apps are actually downloaded from the internet or copied off your phone onto your hard drive as .ipa files. These files are stored in directories such as "\Documents\My Music\Itunes\Mobile applications". So you can just make a copy of your entire Mobile Applications folder to an external drive, or just copy this one app to another location.

If Apple deletes the app from their App store, you will no longer be able to re-download the app. If you move to a new computer or set up a new iTunes account, you won't be able to download the app anymore. However, you can close iTunes, open up your Mobile Applications folder on your hard drive, drag-and-drop a copy of the deleted app into that folder, then re-open iTunes. The app will show up in your iTunes Apps, and you can sync it back to your iPod or iPhone.

Just an FYI, I believe apple has the ability to pull an app from all devices... It has happened in the past.
No, this is incorrect. Apple will delete the app from their store, but it depends on the actions of the users as to whether the app will disappear from their phone. Apps can be bricked by updating to a new, disabled version. Otherwise, it will only disappear from a device if the app is deleted by the user during transition to a new computer, new iPhone/iPod, etc. and the user fails to do a manual backup (not a back-up through iTunes, but a drag-and-drop backup of the .ipa file).

Does anybody know if I am able to get free tethering from my iPhone 5 to my iPad with Verizon's unlimited data plan or is it just the new tiered plans that allow this?

For $30/mo you can enable it on the iPhone as well.

Just tap on "Set Up Personal Hotspot" in your iOS settings.

Same thing with my Galaxy Note 2.

Difference between my iPhone and Note 2 when it comes to hotspot feature? None. Both require to pay the monthly fee for the hotspot feature and both are easily enable in the settings.

Just pay $30 a year by using www.tether.com and plug your phone into the pc. Actually I think it can connect wirelessly without a cable using AdHoc connection methods.

$30 a year = better deal than $30 a month.
