yes they will charge the ipad 4 without any problems, i've done it on mine though the 12w is supposed to be 20% faster but in the end i can't tell the difference because i leave mine plugged overnight

It would work on the ipad with retina display, just at a slower rate than the stock charger. This is the same rated charger that came with the new ipad (which has the retina display)

It will work, but will not charge faster. Iphone draw 500mA from the charger, doesn't matter what you use, won't go any faster.
