If you bought 4 photo papers your rebate should have been $35.96 regardless of how many times they scanned the coupon. The coupon only took $1.00 off the $9.99 price of each making them free after the $8.99 rebate.

I never placed an kiosk order. So how does it work ? Go to staples and placed online order for this and select pay in store. Ask the cashier to apply 15% off coupon. My staples store doesn't apply more than 1 coupon on any single item, So i you already applied 1 coupon on any item you can't apply any other coupon on that regardless of coupon (staples, comp.coupon etc).

Or should i place the order on phone and ask them to apply the coupon. Which one is safer considering the rudeness of steples employee at my location.

Place the order online. Safer route (given what you said about your store) because this rebate is for online purchase only. I read in another thread that the rebate is not showing on the customer receipt from their kiosk order.
