You can use it anywhere that would take American Express. You even can use it as partial payment. For example: if your bill is $20 and your AE card value is $10 then the new total will be $10 ($20-$10) and you will be able to use other payment methods (Visa/MC/cash/check/or more AE card(s)) to pay the rest of the bill.

You could, but I would probably advise against it. TigerDirect may charge a $1 pre-authorization when they run the purchase initially.

If they do, the purchase will decline when they try to run $19.99 again on the card when it ships out.

I have not found a way yet. Luckily most of my rebates with them are for different dollar amounts so I was able to track which ones I received. There are a couple of $25 ones and I got both so I just logged it in as one or the other. Didn't matter much to me since I received both $25 GCs.
I think the closest you can do is go based on the ship date and match it to the postmark date of the envelope. If you enter your tracking number on the 4myrebate site, it'll tell you when they shipped out the GC. You might be able to check that against the postmarked date on the envelope that arrives.
