Actually for me they have - a number of times.
The way I spproach this is to call first and:
(1) determine whether the item is in stock
(2) get an assurance from (preferably a cashier or dept manager - get a name) that they'll do the price match
(3) Print the item listing with your preferred price from the website
And I've done this a LOT and it hasn't failed yet.
(On occasion I've had a random manager look crosseyed at me for a minute or two, but they've always OK'ed it at the end without my having to become agressive in any sense.)

The other thing about JCP is that you can order items from their website and return them to a store - and there is NO TIME LIMIT (they're talking about setting one, but right now, you have the rest of your life to take an item back if it hasn't been used and you have the receipt (printed on-line reciept is acceptable) /or shipping manifest.
