Still no refund, but original transaction detail has new entry:
You were refunded for $395.21.
Reason: Customer request to cancel"
But.... credit card company says there is no such credit, and no pending credit.
I also rec'd this email, 1st paragraph identical to all the rest....but note they have put in writing a refund associated with my order #'s (but still no refund):
Thank you for contacting Google Play Support. I understand you are having issues receiving your refund. I would also be concerned with this issue. I'll do everything in my power to assist you.
According to your account, today you were refunded for order numbers XX.XX and YY.YY.
I apologize for any inconvenience and frustrations this has caused.

U will not get a response. Better to dispute the charge.
update email from the umpteenth different Google CSR - now they are saying 7-14 days 'processing time' utterly ridiculous.
"Thank you for contacting Google Play Support. I apologize for the delay. I don't have access to the info that you are inquiring. However, your refund has been processed on the 26th of February. Your refund will arrive 7 to 14 business days from the processed date. (Feb 26th)

update: rec'd refund on one phone, but not 2nd one, even though both ordered same time. Credit card CSR seemed amused that could happen, and we will keep dispute open on 2nd phone.
Anyone who has not rec'd refund - you need to open a dispute with your credit card company.
Please note Google claimed my refunds were issued but refused to provide refund credit transaction ID#s. I only saw the ID# when 1st refund was actually credited - so they cannot prove a refund was issued without that ID#. So - call your credit card company and open a dispute - which forces Google to produce a transaction ID# they don't have.
My definition of Moderate - as in daily calls, texting, wifi on when there is wireless available and data on from time to time when no wifi available. Switch wifi and data off manually when not in use.
