I still haven't decided between the 7950 or 7970 for 5760x1080 gaming. Some sites say you can easily OC the 7950 to 7970 speeds and others say the 7970 is recommended for that resolution.

The issue is that you can also overclock the 7970

Just remember the 7950 only has 1792 Stream Processors compared to the 2048 Stream Processors of the 7970. This is basically the only difference between the two.

Resale value of these games is much lower. I looked up ebay, buy it now price is 80+ for TR and Bioshock, and nobody wants it. 169 is inflated, that being said, still can get 70+ I guess for two games

Yep, considering you can pre-order both for around $85 I think the resale value is going to be in the 70 range tops.

The double fan should actually be quieter since the dual fans will run at lower speeds compared to the single fan.
