are you looking for something specific? the neighbor has one and i helped him get it updated and tested it out with him.

he purchased his about a month ago on sale from bestbuy for $90. O.O

There's plenty of phone GPS programs that put everything on your SD card. (Including TomTom.) Some are even free, or $4.

Google maps works offline too, but it's limited.

As somebody already answered, you don't need data plan for GPS. Although with data, you can use map for free, but as you pointed out, not everywhere has data/cell coverage. So for an equivalent comparison, a standalone GPS app on phone is what you are looking at. While the price for a good app is almost as expensive, you don't need to haul all these equipments with you all the time, the phone does it all.
