Windows 8 RT tablets use an ARM processor similar to what an Android or iOS device uses. This means that existing Windows programs which were made for x86 or x64 processors (Intel, AMD) won't work. Microsoft has locked down RT devices so they can't run desktop apps, although there is an effort to bypass this.

Now Intel has SoCs that can match ARM processors small size and low heat dissipation, this wasn't the case a few years ago when work Windows RT was first announced. This means you can now get an Intel Atom (x86) based tablet with Windows 8 which will nearly match the size and run as cool as an ARM tablet. The Vivotab Smart is an Intel Atom based tablet.

If you are okay with running only Modern UI apps from Microsoft's store, but you do get Office 2013, then get this tablet. If you want Modern UI apps plus over a decade worth of Windows programs then save up for an Intel tablet.
