If you use the app you can infact make calls from your iPod or any phone that has wifi. If you want to use it using local access numbers dialed from your phone then you must call from the number you registered.

It depends on where your parents live but I am pretty sure it will be way cheaper than going with Verizon.

Yes, but you can add additional numbers to the account.

However, it is better to get one account per number as you can get this offer once per account. Then you can make calls from your app without any issue.
