Citizen eco drive watch questions

I bought " AT2060-52E Stainless Steel Black Dial Eco-Drive Chronograph Watch" from Ebay which suppose to be new ( it looks new when it arrived )

I put the watch in the sun to charge . the subdial was skiping every 2 seconds then after charging it starts moving every second which tells it charges.

my problem with the second hand (the blue long hand in the picture below) , it doesnt move , i reset it ( take the crown out , press A for 3 seconds, push the crown back and push A again ) it starts ticking then it stops .

Anybody knows why ?> is it defective . please advise before complaining to the seller , thanks

Doesn't the manual tell you what happens with the second hand when charging and low charge. I know on some watches if you test the charge you delay the movement of the second hand so that the time remains accurate.

Edit: Also are you in elapsed time mode. After 1 hr. it will stop.

elapsed time...meaning the stop watch function..
I believe this is the manual for your watch if the 4 digit Movement Caliber number is H509 as the picture indicates. Hopefully this link works http://c5602631920d46a2508a-8d729..._ebook.pdf

Edit: I am not familiar with Citizen watches, but the fact that the second hand is stuck at the 12 o'clock position makes me think that it is a setting issue.

i have a citizen eco drive. all it has is the small "wheel" at 3 o clock that pulls out all the way to set the time and half way out to change the date. i don't have an "A" or any buttons. i bought mine new at mall, not knocking ebay just stating my experience. i have never had an issue with it not having enough charge till recently. i left it completely in the dark in a box for a while, maybe 2 weeks straight. it wasn't moving at all. after leaving it in light for a little while, less than a day, the second hand started moving erratically. a few secs at a time. when i checked on it 1 or 2 days later it was back to original state, smooth action of the sec. hand in one sec. intervals. also, fairly certain that citizen states that any light works, not just sunlight.

Isn't the blue hand a chronograph hand? I don't think it's supposed to move constantly. I think it moves only to function as a chronograph.

the subdial that is moving every second is your second hand. hit one of the other buttons and that will probably set the stopwatch and your blue second hand will move.

i dont own the ecodrive you show, but i do have a seiko chronograph and like others said, the "second" hand is for stopwatch function.
the small 60 second dial is your actual seconds.
