I've never had these particular ones, but I've never had any Timberlands that were comfortable (especially not for extended periods of time). I do construction work and very rarely do you ever see anyone with them on. If you want comfortable you may want to check out something like redwings. Regarding tax exemption, it might be removed when the item ships. I've been taxed for stuff before at checkout but then when the item shipped it was removed.

Tax (NYC) was applied at checkout for me but my confirmation only shows the price of the item $35.99.

From Timberland's site:
"Tax is not calculated until the date your order ships. This may affect your qualification or participation in tax exempt sales."
