Know where you found the info/clue that suggest it activate on Capsule? If it truely is for Steam, my wife will love me more if I bought her this. She was debating if she wanted to pay full price for this right now since she probably isn't even halfway done with everything else yet.

**Just an update. I went ahead and purchased the game. At the end of the purchase it does say you need Steam and provides the code.

We were talking about Tropico 4. It doesn't activate on Steam. Dragonborn does though.
